Data verification for prepaid customers

30th June 2017 was the deadline of the mandatory data verification of prepaid subscriptions. Subscriptions that were not verified until 30th June had to be terminated according to the regulation. Regarding the terminated phone number, as of 1st July you cannot initiate or receive any call or SMS, nor use mobile data (only emergency call via 112 can be initiated).

You failed to perform the data verification but would like to get back your previous phone number?

Between 1 September and 28 February you can get back your previous phone number if you sign a new contract, but in this case you will not get back your previous balance. Please bring the terminated SIM card with you.

Do I have to do the verification in the future?

Telenor is obliged to verify the subscriber’s identity once a year with the active participation of the given subscriber (’annual data verification’), if the term of the subscription exceeds 1 year. The verification shall be performed for the first time in 2018, and we will provide information on the schedule for it and the related subscriber tasks later on.

Everything about prepaid changes

Please be informed that legislative provisions pertaining to prepaid subscriptions have been fundamentally amended, with the aim of reducing abuse and the uncontrolled transferral of cards and the improved identifiability of subscribers. The amendments impact the process of concluding contracts pertaining to prepaid subscriptions in a number of ways, and also introduce new operator obligations during the term of the subscription.

The amendments entered into force as of 1 January 2017. The changes only affect prepaid voice subscriptions (e.g. MyStart, MyStart Expressz) and do not apply to prepaid mobile internet (e.g. Hipernet Praktikum) or New Generation Prepaid (e.g. Limit) tariffs.

The key changes are summarised below, and please also be informed that, as of 1 January 2017, our General Terms and Conditions (GTC) have also been amended.

1. Annual data verification

It is mandatory by the law that the identity of all existing prepaid voice subscribers must be verified annually with the active contribution of the subscriber.

Who has to do the data verification and what kind of SIM cards are affected? Mobile, built-in cards in alarm systems, modems…

The subscriber and the user of the prepaid SIM card, too, if you have notified us about the user’s data and Telenor has registered them.
Data verification is mandatory not only for those SIM cards that serve for mobile voice services, but also which are used in devices: alarm systems, modems, measuring instruments, meteorological stations.
Therefore if you use the prepaid SIM card in devices which are not capable of receiving SMS, we kindly ask you to visit one of our shops and ask for the help of our colleagues. If you use the SIM card in a mobile phone or in any other device that is capable of receiving SMS, you can do the annual data verification online, too.

What happens during data verification?

We check your personal data in the authority’s records, or if you don’t have personal identification document that was issued by the Hungarian authorities, we check the validity of your foreign IDs in your presence.

Where can I fulfill the data verification?

You can do the annual data verification online from September 2017, while personally in one of our shops you can do it now already. 

What shall I bring along for that?
  • all your prepaid SIM cards
  • your valid ID (or driver’s license or passport)
What happens if I fail to perform the data verification?

If you fail to verify your personal data at least once a year (the validity of the data verification expires) or if the verification uncovers the ID’s invalidity, the affected phone numbers shall be terminated.

2. Maximum number of cards

The legal regulation sets out that, in future, any private person may hold a maximum of 10 cards, while any company (other organisation or sole trader) may have a maximum of 50 prepaid cards that can be used to make voice calls. Once the private person/company has reached the above limit, they may not conclude contracts for any further prepaid cards (e.g. new contracts, nor can they switch from postpaid subscription to prepaid subscription). When purchasing prepaid subscriptions, customers must declare that the number of their existing prepaid voice cards has not reached the limit.

Subscribers who currently hold a number of cards that exceeds the limit have to declare which phone numbers they wish to keep until 30 June 2017, and Telenor will send a separate SMS notification on this prior to the deadline.

If you would like to declare which phone numbers you wish to keep before our notification, at present you may only do so in our shops with the help of our colleagues.

If subscribers fail to make the above declaration for the given phone numbers, then the numbers affected will be cancelled on 1 July 2017 by the law, or if no declarations are made whatsoever, then all phone numbers will be cancelled on the same day. If the phone number is cancelled based on that ground, the unused balance on the card will be lost.

3. Rules on the transfer of SIM cards tightened

The resale of prepaid subscriptions is prohibited.

The free of charge transfer of SIM cards to any third person (user) is possible only if the subscriber notifies Telenor of this fact in advance, and also provides the data required to verify the user’s identification document (e.g. photo ID, diver’s licence or passport) - "registering the user".

SIM cards may not be transferred to companies or other organisations, but may still be given without limitations to close relatives (e.g. spouses, direct relatives, siblings – however, civil partners, mothers-in-law or fathers-in-law do not qualify as such).

We ask you to pay increased attention to your reporting obligations, because if you transfer your prepaid subscription to persons other than your direct relatives without prior notification and data verification, Telenor shall terminate your subscription contract with 5 days’ notice.

The transfer of SIM card is only allowed if the compliance of the personal data has been successfully verified by Telenor in the authority's records.

Where can I register the data of the user?

What kind of phone numbers can users be registered for?

Only prepaid voice subscriptions.

How can I get information about the type of my phone number (whether it is prepaid or postpaid)?

The used tariff determines whether your phone number is a prepaid, postpaid or new generation prepaid subscription. You can check your tariff in the self-service menu by calling our customer care service on 1220 or at MyTelenor. Our tariffs can also be found in the GTC.

Who cannot be registered as user?

  • If you personally use the SIM card; you cannot register yourself.
  • If a close relative uses the phone number, e.g. spouses, siblings, direct relatives (parents, children. However, you shall register not close relatives (eg. civil partners, mothers-in-law or fathers-in-law) as user, too.

What shall I do if the card is used by a company?

Companies, sole traders or other organisations cannot be registered as user. In this case you can ask our colleagues in any Telenor shop for help to transfer the subscription to and conclude a new contract with the real SIM card holder.

Does the SIM card for which I registered a user count into the limit of my overall SIM cards?

Yes, it is also included in the limit. In case when your phone numbers exceed the limit, you can ask our colleagues in any Telenor shop for help to transfer the subscription to a new subscriber.

Can the user cancel or port the phone number to another service provider?

No, the user is not entitled to make such measures. If you would like to give the user such rights, you can ask our colleagues in any Telenor shop for help to transfer the subscription to a new subscriber.

4. Mandatory ID verification

Telenor is obliged to verify the validity of the personal identification document in the authority’s record of the individual subscriber or of the person acting on behalf of the business customer before the conclusion of the subscription contract, irrespective of the form in which such administration is conducted (at shops, over the phone, at telenor.hu or via MyTelenor). Without the above, the subscription contract may not be concluded and the service cannot be used.

5. Verification of subscriber data once a year

For prepaid subscriptions concluded after 1 January 2017, Telenor is obliged to verify the subscriber’s identity once a year with the active participation of the given subscriber (’annual data verification’), if the term of the subscription exceeds 1 year.

The verification shall be performed for the first time in 2018, and we will provide information on the schedule for it and the related subscriber tasks later on.

6. Persons who do not have identification documents issued by Hungarian authorities (e.g. foreigners)

If the given subscriber does not have identification documents issued by the Hungarian authorities, they can only conclude contracts for prepaid service personally in our shops, after presenting and allowing the verification of the validity of their identification document or certificate (passport, residence permit) making them eligible for travelling to and staying in Hungary. For such subscribers, other ways of concluding a contract pertaining to prepaid voice service (eg. purchasing on telenor.hu, conclusion of subscription contract for Express package via phone or online) will not be available from now on.

7. Notifying law enforcement bodies

Telenor is obliged to notify law enforcement bodies designated by the law if doubts arise concerning the correctness or compliance of the customer identification data recorded in relation to prepaid voice subscription contracts, or if the suspicion of a criminal offence arises in relation to the use of the service.

8. Cancellation of phone number based on the notification of law enforcement bodies

Telenor is obliged to terminate the prepaid voice subscription contract without notice upon the receipt of a notification from the law enforcement bodies.
